Sometimes, the connection to an AWS S3 bucket fails due to a handshake failure:
This can happen due to a mismatch in ciphers between AWS and the GOA client.
The relevant ciphers that need to be added are:
TLS_ECDHE_RSA_WITH_AES_128_GCM_SHA256
TLS_ECDHE_RSA_WITH_AES_256_GCM_SHA384
TLS_RSA_WITH_AES_128_GCM_SHA256
